Abstract

The Holy See is the only non-state actor in the international system which has a status within the United Nations comparable to a sovereign state. As such the Holy See is involved in all discussions about global governance issues and a reform of the United Nations Organization. This paper outlines briefly the basic ideological and formal aspects of the Holy See's position in the United Nations as well as the Pope's and the Roman Curia's ideas about increasing the United Nations' effectiveness as an instrument of global governance without a world government.
