Food and Agricultural Organization
A prototype of cooperation between the European Union and the
United Nations?

Abstract
This paper analyzes possibilities of a more efficient and transparent cooperation between the European
Union (EU) and the United Nations (UN). It focuses on affiliation of the European Community (EC)
in the Food and Agricultural Organization (FAO), which is also known as “FAO-Model”. The FAO is
the only International Organization, in which the EC acts and votes for its member states because of
their supranational competences. Which terms have to be fulfilled in order to transfer FAO-model into
other parts of the UN-System?
For a transfer of the model into other areas of the UN-system, terms are divided into internal factors
and external factors. Internal factors are terms in the European Union that have to be fulfilled for a
successful transfer. External factors are terms outside of the EU, mainly in the UN-system, which have
to be fulfilled. Results are illustrated by two examples. First, the EU’s work in the Security Council is
analyzed. Second, the World Health Organization as an example of United Nations Special
Organizations is examined.
Finally, research illustrates that Special Organizations, which are closely to but not a formal member
of the United Nations, are more appropriate for a transfer of the “FAO-model” than the UN
themselves.
